Steuben County’s Building Department covers the unincorporated county and is also the building permit and inspection office for the towns of Fremont, Clear Lake, Hamilton, Hudson and Orland (checked Oct 2026). Angola is not on that list; in Angola, ask the city first.
The county’s permit page lists what a building permit takes, in order: a driveway permit if you need one, a letter from your waste district if you are on one, a well or septic permit or a letter of non-objection from the Health Department, a ditch encroachment release from the Surveyor’s office, an Improvement Location Permit from the Plan Commission (from the town office in Clear Lake, Hudson, Hamilton, Orland or Fremont), and then the building permit (checked Oct 2026). It also says to check permitted uses and zoning with your local or county office before you start.
