Building permits in Michigan can come from the township or village, from the county or from the State of Michigan, depending on the community: Michigan’s Bureau of Construction Codes says building codes have three levels of enforcement, state, county and local, and keeps a list of which applies where (checked Oct 2026).
St. Joseph County’s own local government directory lists its 16 townships, its two cities, Sturgis and Three Rivers, and six villages, Burr Oak, Centreville, Colon, Constantine, Mendon and White Pigeon, with their websites (checked Oct 2026). Sturgis, Constantine, Colon, Mendon, White Pigeon and Burr Oak are each the name of a township as well as a city or village, so a mailing address alone may not tell you whose rules apply: find out which one your lot is in before you call.
